In Brazil, the month of February translates into lots of sun, gorgeous people, drinking, and dancing. I am talking about Carnaval, of course. Hilary Duff enjoyed herself on the sunny beaches of Rio de Janeiro and hanging out with friends of hers that are probably locals.
